Job Description: 

The Greater San Marcos Partnership (GSMP) is a nationally recognized economic development organization whose mission is to positively impact the regional economy of Hays and Caldwell Counties through the expansion of high quality jobs and investment. GSMP is the economic development contractor working on behalf of the City of San Marcos, Hays and Caldwell Counties. Our close-knit team will work to implement a five-year economic development strategic plan called Vision2025 which includes marketing & promotion, business recruitment, existing business retention and expansion, workforce development, and research. This position will take a leadership role in working with GSMP Board Members, Regional Partners and investors to promote the region to prospective businesses, site consultants, and other interested parties.

The Greater San Marcos region has received top spots in numerous rankings from “Best Place to Move To” and been recognized by Forbes Magazine as “America’s Next Great Metropolis” due to its economic and population growth, which is outpacing other Texas metros.  GSMP is seeking an experienced, energetic and highly motivated economic development professional to be responsible for the recruitment of new industries/ companies to the region. Located on the historic square in the heart of downtown San Marcos, this position will be an important member of GSMP's award-winning team.  

Key Responsibilities

  • Work closely with members of the team including Marketing, Business Recruitment and Expansion (BRE), and Research in the development of recruitment initiatives and strategies. 
  • Lead recruitment efforts for high-value prospects in target industry sectors as defined in Vision 2025.
  • Work with the Research Specialist to compile responses to Requests for Information (RFIs) from companies, site selection firms and economic development partners. Provide appropriate follow up and excellent customer service to ensure that projects reach successful completion.
  • Generate prospect leads in target industry sectors.
  • Maintain project files utilizing project management system for activity tracking and reporting.
  • Host and organize corporate site visits and familiarization tours.
  • Organize GSMP marketing trips, coordinate with participants including investors and partners; and participate in marketing trips with regional partners.
  • Cultivate and maintain strong relationships with national and regional real estate brokers, site selection consultants and others for lead generation. 
  • Work closely with regional economic development partners in Hays and Caldwell Counties in the recruitment of companies.
  • Oversee investor and stakeholder committees related to economic diversification and job creation.
  • Supervise the Research Specialist and Project Manager positions.
  • Develop and analyze local incentive proposals on behalf of the city and counties for qualifying prospects, present projects and incentive proposals to elected officials and city/county staff and assist with final contract development.
  • Provide presentations to interested parties on regional economic activity. 
  • Maintain relationships and working knowledge of new developments and real estate activity.
  • Maintain strong working relationships with stakeholders and regional partners including regional communities, the Austin Chamber of Commerce and the Governor’s Office of Economic Development & Tourism.


  • Extensive experience and knowledge of economic development processes and issues with in-depth knowledge of practices and trends. Knowledge of finance and real estate.
  • Familiarity with local and state incentive programs and qualifications. Ability to perform difficult and complex analyses related to the effective use of economic development incentive programs.
  • Experience negotiating incentives.
  • Excellent computer skills, including Microsoft Outlook, Word, Excel, PowerPoint and Access.
  • Ability to travel several times a year. Able to work events outside of normal business hours.

  • Ability to positively respond to problems of a complex nature regarding policies, procedures, regulatory climate and other issues and find workable solutions.
  • Energetic, highly motivated self-starter who meets deadlines and can handle multiple projects simultaneously.
  • Team player with positive attitude. Excellent organizational skills and problem-solving ability.


Education & Experience

  • Bachelor’s Degree in Business, Public Administration, Economics or related field related to the position. Master’s is preferred. CEcD a bonus.
  • 5-7 years relevant industry experience in economic development, sales, real estate or related field.
