Greater San Marcos Partnership Director Earns Prestigious Industry Certification

San Marcos, Tex. - The Greater San Marcos Partnership today announced Victor Garza, Director of Existing Business, Talent & Entrepreneurship, has received the Certified Economic Developer (CEcD) designation from the International Economic Development Council (IEDC). Garza joined the Greater San Marcos Partnership staff in July 2014 as the Director of Business Retention & Expansion.

“I appreciate the support and mentorship that has been provided throughout my journey to becoming a Certified Economic Developer,” said Victor Garza, CEcD, Director of Existing Business, Talent & Entrepreneurship. “The technical knowledge I have gained through the process combined with my economic development experience here in San Marcos, Refugio, and Washington D.C. will help me to better serve the Greater San Marcos Region. I look forward to being a continued resource and advocate for existing local businesses, entrepreneurs, and our workforce.”

With over 1,110 Certified Economic Developers (CEcD) worldwide, IEDC's certification program is the industry gold standard for excellence in the profession. The CEcD exam intends to unite the field by establishing a baseline of core knowledge for economic development professionals. By offering this highly sought after and comprehensive designation, IEDC strives to promote the status and credibility, as well as enhance the knowledge and performance of economic developers.

The certification process consists of several requirements, including:     

  • Experience as an economic development practitioner through at least four consecutive years of economic development work;
  • Professional development activity through a series of coursework including four core classes: Introduction to Economic Development; Business Retention and Expansion, Economic Development Credit Analysis, and Real Estate Development & Reuse;
  • An online pre-exam primer; and
  • A comprehensive, two-day exam with a pass rate of 30 percent.

About Victor Garza, CEcD

Victor Garza joined the Greater San Marcos Partnership as the Director of Business Retention & Expansion in July of 2014.  He is responsible for working with the region’s existing businesses ensuring they have access to the resources they need and are able to overcome obstacles for their continued success. Garza also oversees GSMP’s workforce development and entrepreneurship programs.

Prior to joining GSMP, Victor was the Executive Director of the Refugio County Community Development Foundation where he was responsible for all the economic development work for the Refugio County region.  He has previously served as a Policy Fellow with the National Sustainable Agriculture Coalition and as a Regional Coordinator with the National Community Reinvestment Coalition in Washington, D.C.

Victor earned Bachelors Degrees in Political Science and Criminal Justice from the University of Texas San Antonio and a Jurist Doctorate Degree from the Syracuse University College of Law.
